why dont we get quest hq at night time in usa

after 4pm we dont get quest in hq  that they get  befor 4 pm that not far to the people that work in the day and cant do this quest that are time for 2 hr  we would like to do them at night oo

afaik they're generated on european daytime. Following the official announcement for the test server (german) they spawn at 9am and 12/3/6/9 pm (GMT+1 ?). Don't think it changed since then or will be changed soon, so bad news for you.
