anyone have a break down of fishing grounds unlocked per radar/exp level?

I love the game but the last public contract finishes at 4pm my time (i'm on the west coast of the US). Couldn't the public contracts run 24 hours a day. So 8 instead of 5. It would allow world wide players the same opportunities to compete.
